A Lifetime of Public Service

Ann Sweeney is the current Dubuque County Recorder and a lifelong public servant.

Born and raised in Dubuque, Ann has built her career around public service, bringing people together, problem-solving, and making government work better for the people it serves.

Ann was born and raised in Dubuque, attended Dubuque Community Schools, graduated from Stephen Hempstead High School, and earned her bachelor’s degree from Clarke University. She later earned a master’s degree from Chapman University and a law degree from Seattle University School of Law.

Ann’s career has been built around service, collaboration, problem-solving, and making public institutions work better for the people they serve. She served as a medic in the U.S. Army and later worked in Washington State government, including executive and judicial branch roles.

After returning to Dubuque in 2019, Ann worked with the Sisters of Charity of the Blessed Virgin Mary before being appointed Dubuque County Recorder in 2025.

As Recorder, Ann is focused on protecting important county records, improving customer service and public access, and strengthening office operations so the office is responsive, accountable, and helpful to Dubuque County residents.

Ann is running to continue serving Dubuque County with experience, accountability, and steady leadership.
